The Rourkela Steel Plant (RSP), a premier unit of the Steel Authority of India Limited (SAIL), stands as a testament to India's industrial advancement. Located in Rourkela, Odisha, RSP is renowned for its integrated steel production facilities, technological innovations, and significant contributions to the Nation's infrastructure development.
Historical Background
Established in 1959 with assistance from German industrial firms, RSP was the first integrated steel plant in the public sector in India. It marked a significant milestone in the country's journey towards industrial self-reliance. Over the decades, RSP has evolved into a leading producer of flat steel products and holds the distinction of being the only SAIL plant that produces silicon steels for the power sector and high-quality pipes for the oil and gas sector.
Infrastructure and Facilities
RSP boasts a fully integrated steel production setup, encompassing:
- Raw Material Handling: Efficient systems for the intake and processing of essential raw materials.
- Ironmaking: Advanced blast furnaces converting raw materials into molten iron.
- Steelmaking: State-of-the-art steel melting shops producing high-quality steel.
- Rolling Mills: Two Plate mills, and one Hot Strip Millshaping steel into various forms.
- Special Plate Plant: Producing armour grade and quenched & tempered plates for strategic applications.
- Pipe Plants: Manufacturing ERW and SW pipes for various sectors.
- Electrical Steel Plant: Silicon Steel Mill producing cold-rolled non-oriented (CRNO) Electrical coils.

Product Portfolio
RSP specializes in producing a wide array of flat steel products catering to diverse industrial sectors:
- Hot Rolled Coils and Plates: Used in construction, automotive, and machinery manufacturing.
- Silicon Steel Coils: Used in the power sector for transformer cores and electrical applications.
- ERW and SW Pipes: Utilized in the oil and gas sector, water supply, and sewage systems.
- Defense-Grade Plates: Manufactured at the Special Plate Plant for strategic defense applications.

Technological Advancements
RSP continually invests in technological upgrades to enhance efficiency and product quality. Notable advancements include:
- Adoption of the LD Process: RSP was the first plant in Asia to adopt the energy-efficient Linz-Donawitz (LD) process of steelmaking.
- Continuous Casting Technology: RSP was the first integrated steel plant of SAIL to adopt the cost-effective and quality-centered continuous casting route to process 100% of steel produced.
- External Desulphurisation: RSP was the first Indian steel plant to adopt external desulphurisation of hot metal by the calcium carbide injection process.
These technological innovations have positioned RSP as a leader in steel production.
Environmental Stewardship

RSP has established a full-fledged Environmental Engg. Department, way back in 1989, along with Environment Laboratory which is certified with IS/ISO14001. RSP has adopted 4R (Reduce, Reuse, Recover & Recycle) principle for enhancing the utilization of solid wastes. With the dedicated efforts of RSP collective the pollutant levels have shown reduction.
