3. Procedure followed in the decision making process including channels of supervision and accountability
The procedures followed in the decision making process in Durgapur Steel Plant are in line with the practices followed in other units of SAIL. As per the general practices in vogue, the proposals requiring decisions are initiated at the appropriate level of the executives, depending upon the nature with regard to financial implication, urgency and importance of the matter. Normally, the proposals are initiated at the level of Assistant Manager / Deputy Manger / Manager. The approval is accorded by the executives at the level of DGM / GM / ED / Managing Director, depending upon the Delegation of Powers. Matters which are beyond the powers delegated to MD are referred to the Corporate office for obtaining the approval of Chairman / Board of Directors, as the case may be.

Quality, Productivity, Profitability and Customer Satisfaction forms the basis for policy formulation and decision making in DSP. The Vision Statement and its guiding principles (CREDO) along with the organization’s intent provide direction for policy and strategy formulation.

The decision-making processes in all the departments in DSP are aligned with the strategy of growth coupled with cost and quality benefits. These strategies are focused on realizing the full potential in terms of volume, operational efficiency and value-added product mix. The Head of the Departments of DSP make concerted efforts to ensure that these objectives and targets are conveyed down the line to its employees and decisions are taken in line with these. Executives are given “Key Performance Areas” linked to the departmental & organizational objectives. These are then broken down into tasks and targets. The tasks and targets have specified time frames and assigned responsibilities. It ensures accountability for implementation of the decision and hierarchy of KPAs determines the channels of supervision.
