  12. The manner of execution of subsidy programs including the amounts allocated of beneficiary of such programs
  13. Particulars of recipients of concessions, permits, authorizations granted by RSP.
  14. Details in respect of information available to or held by Rourkela Steel Plant, reduced in an electronic form

The powers and duties of officers and employees.

A. Delegation of Power:

Chairman, Steel Authority of India has delegated some of his powers to the Managing Director, Rourkela Steel Plant. The same being confidential in nature have not been disclosed. The Managing Director, Rourkela Steel Plant has further sub-delegated some of his powers to the executives of Rourkela Steel Plant.

The following documents containing the powers delegated to the executives, by the Managing Director, Rourkela Steel Plant are annexed :-

B. Duties of executives and non-executives :

The executives and non-executives are posted in different departments depending upon the need and requirement of the department. They are expected to discharge the responsibilities and functions in their assigned areas, and contribute to the Section/ Department where they are posted and to the Plant. They are required to discharge their duties as per rules, guidelines, procedure, practices etc. prevalent in the organization. The job profile of the employees and officers are as per requirement of the Plant, and change from time to time, depending upon the excigencies of the Plant.

The executives and non-executives, are required to adhere to the following rules/orders, as is applicable to them during the course of their employment :-

Procedure followed in the decision making process including channels of supervision and accountability

Rourkela Steel Plant being a commercial organization, executives are required to take fast decision in their respective area. Procedures, rules, guidelines, delegation of power etc. have been formulated for examining the matter, and submission of proposal for decision. Where the proposal requires consultation with various departments, normally meetings are held with the representative of the departments, and minutes of the meetings are drawn up/reference is made in the note sheet relating to such discussions/meetings. Normally the files pass through 3/4 levels, before it put up to the Approving Authority.

Norms set by Rourkela Steel Plant for discharge of its functions

A large number of Units / Departments are certified under ISO 9001 : 2000 QMS and ISO 14001 : 2004 Environment Management Systems (EMS) wherein procedure to be followed by such Units’/ Department have been elaborated.The employees and officers are required to follow the laid down procedures, rules, guideline etc. while discharging their duties and functions.

A statement of categories of documents that are held or under its control

Rourkela Steel Plant, a unit of SAIL, does not hold any document. The list of documents which are held by SAIL, and are related to Rourkela Steel Plant, are given below :-

1. Memorandum of Understanding(MOU)

The MOU 2005-2006 was signed between SAIL and Ministry of Steel, Government of India. It envisages achievement of the vision of the Company to become a respected world-class corporation and leader in Indian steel business in quality, profitability and customer satisfaction. To achieve this vision, the Company has drawn a directional road map – the Corporate Plan 2012. The Plan is drawn in two phases – up to 2006-07 and 2011-12, to correspond with the 10th & 11th Plan.

The document further lays out the major goals/objectives of the plan, performance evaluation parameters and targets, commitments/assistance from the Ministry of Steel and action plan for implementation and monitoring of the MOU.

2. Memorandum of Association and Articles of Association 

(Incorporated on 24th January 1973 under the Companies Act, 1956)

The document sets out the structure, purpose and operation of SAIL in accordance with Companies Act, 1956.

Statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public

Such bodies are constituted at Corporate level for Steel Authority of India Limited itself such as National Joint Committee for Steel, Committee for Production and Productivity, Joint Committee on Safety, Health, Environment in Steel Industry etc.

Representatives from Rourkela Steel Plant from both the Management and the employees’ side are participants in such committees and are actively involved in the decision making process therein. The decisions of these bodies are implemented at Plant level.

Manner of execution of subsidy programmes including the amounts allocated and the details of beneficiary of such programmes

No subsidy programme is executed by Rourkela Steel Plant. As a part of its Corporate Social Responsibility, Rourkela Steel Plant undertakes various peripheral development programmes/activities for the benefit of the public / people residing in the peripheral villages.

Particulars of recipients of concessions, permits or authorization granted by RSP

As a commercial organization functioning in a fiercely competitive market, Rourkela Steel Plant does not generally provide any concessions or permits which may result in lesser financial inflow to the organizationAs an exception, relating to the Corporate responsibility of a PSU, the Materials Management Department of Rourkela Steel Plant provides concessions of the following nature :-

Giving Purchase Preference to Public Sector / Government Undertakings as per relevant Government Guidelines on the subject.

Giving Purchase Preference to Units registered as local SSI Units of Orissa.

Exempting Government Undertakings / SSI Units / Registered Vendors of Steel Authority of India Limited - Rourkela Steel Plant & Registered Vendors of other SAIL Units from submission of Earnest Money Deposit in Purchase Tenders.

Procurement of some items on Single Tender Basis from Sister Units and SAIL Subsidiaries viz. Raw Forgings & Rolls from ASP, Silico Manganese and High Carbon Ferro Manganese from MEL. Procurement of some items on Single Tender Basis from Public Sector / Government Undertakings viz. Low Silica Limestone from Rajasthan State Mines & Minerals Limited, TIN from MMTC etc.
