Right to Information Act- Manuals-SSO/SAIL,Ranchi

 

17 items (manuals) prescribed in clause (b) sub-section 1 of section 4, which every public authority is required to publish within one humdred and twenty days from the enactment of the Act.


1) The particulars of SAIL Safety Organisation (SSO).
2) The powers and duties of officers and employees.
3) The procedure followed in the decision-making process, including channels of supervision and accountability.
4) The norms set by SAIL for the discharge of its functions.
5) The rules, regulations, instructions, manuals and records, held by SAIL or under its control or used by its employees for discharging its functions.
6) A statement of categories of documents that are held by SAIL or under its control.
7) The particulars of any arrangement that exists for consultation by the members of the public in relation to the formulation of its policy or implementation thereof.
8) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
9) A directory of officers and employees of SAIL.
10) The Monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the Company regulations.
11) The budget allocated to each of its agency, indicating the particulars of all plants, proposed expenditures and reports on disbursements made.
12) The manner of execution of subsidy programs including the amounts allocated and the details of beneficiaries of such programs.
13) Particulars of recipients of concessions, permits or authorizations granted by SAIL.
14) Details in respect of the information available to or held by it, reduced in an electronic form.
15) The particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading Room, if maintained for public use.
16) The names, designations and other particulars of the Public Information Officers.
17) Such other information as may be prescribed and thereafter update these publications every year.

 

1. The particulars of SAIL Safety Organisation
  • SAIL Safety Organisation is a Corporate unit of SAIL.
  • Office: Ispat Bhawan (2nd Floor), Research & Development Centre for Iron & Steel, Steel Authority of India Limited, Doranda, Ranchi-834002, Jharkhand.

Objective and Function

SAIL Safety Organisation (SSO), a corporate unit of SAIL was set up in 1988 at Ranchi. SSO monitors and guides the Safety,Fire and Occupational Health activities undertaken at different Plants/Units/Mines/Stockyards. To accomplish the above mentioned functions, SSO formulates and prepares appropriate Safety Policies, procedures, systems, action plans, guidelines etc. and follows up their implementation and thereby helps in providing accident free work environment. Consistent efforts are also being made by SSO for competence building in the area of safety management through HRD interventions covering Heads of shops, Line Managers and Safety personnel. SSO is managing the secretariat of the Joint Committee on Safety, Health & Environment in the steel Industry (JCSSI), a bipartite forum which addresses steel plant safety, health & environment issues with active involvement of management and central & plant level trade unions and provides guidelines to the member organizations like SAIL, TATA Steel, RINL, JSW, VISA, Bhusan, Dastur Co., etc., on promoting Safety, Occupational health and environment.

SSO has started functioning as a nodal agency from May, 1988 with the following objectives

  • Creating a Safety culture
  • Monitoring safety activities of plants/units
  • Evolving safety systems in operation and construction
  • Keeping abreast of latest developments

2.The powers and duties of officers and employees
As per Corporate Guidelines

The Executive Director is the Chief Executing Officer of the unit. Under Executive Director,SAIL the officers and employees at SAIL Safety Organisation perform their duties. There is a delegation of powers sub delegated to Executive Director SAIL by Director (Technical),SAIL for discharging his duties of Chief Executing Officer.

Decisions are being taken in accordance wit the Rules, Policies, Delegation of powers and Procedures of the company.

The norms are set in accordance with the Delegation of Powers of Executive Director SAIL, delegated to him by Director (Technical), SAIL and Policies, Rules and Procedures of the company.

There is no such agreement.

8.A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

It is only a unit of SAIL and as such there is no such separate board / council / committee.

With respect to SSO, SAIL there is no such committee in general. However several meetings w.r.t. Safety and Fire are regularly held in plants and units. The main topics of these meetings are technical in nature.

10.The Monthly remuneration received by each of its officers and employees, including the compensation as provided in the company regulations. Please refer under corporate information.

Monthly salaries are being paid to its officers in accordance with the scale of pay as approved by Ministry of Steel, Government of India.

Monthly salaries are being paid to the employees as per the terms of the NJCS agreement, the SAIL Management and the Workers union.

Monthly salaries of officers and employees are credited to their individual bank accounts. Statements of salaries are available with the Finance Department of Research & Development Centre for Iron & Steel, Doranda, Ranchi-834002.
