1) The particulars of EMD’S organization
2) The powers and duties of officers and employees.

4) The norms set by SAIL for the discharge of its functions.
5) The rules, regulations, instructions, manuals and records, held by SAIL or under its control or used by its employees for discharging its functions.
6) A statement of categories of documents that are held by SAIL or under its control.
7) The particulars of any arrangement that exists for consultation by the members of the public in relation to the formulation of its policy or implementation thereof.
8) A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.
9) A directory of officers and employees of SAIL.
10) The monthly remuneration received by each of its officers and employees, including the system of compensation as provided in the Company regulations.

There is no such facility available for public at the Company’s Corporate Office. However, use of Library situated on the ground floor of Ispat Bhawan can be allowed with prior permission of Chief of Corporate Affairs.

17) Such other information as may be prescribed and thereafter update these publications every year.


The particulars of Environment Management Division’s organization
Environment Management Division is a Corporate unit of SAIL.
Registered office : 6, Ganesh Chandra Avenue, 5th Floor, Kolkata – 700 013.

Objective and Function


The formation of a full fledged Environment Management Division (EMD) was conceived during mid 80’s, keeping in view the enactment of environmental laws by the Government of India and upgradation/ modernisation of SAIL steel plants and mines to the world standards through various technological developments. The Corporate Environment Management Division thus started functioning as a nodal agency for pollution control and environment management in SAIL, from June 23, 1988 with the following objectives;

  • Maintaining a pollution free atmosphere around the steel works and mines
  • Providing education and massive awareness through publicity
  • Liaisoning with State & Central Regulatory agencies in environmental matters concerning SAIL
  • Adopting significant developments in other steel industries around the world for their implementation and assimilation in SAIL plants / mines.
  • Ensure co-operation and co-ordination with all Environmental Control Departments of Plants / Mines.

Responsibilities

  1. Develop Data bank and expertise :
    1. On existing legislation and information on environmental protection. Status on pollution control in the plants for co-ordinating with statutory authorities
    2. On latest trends and developments in pollution control and waste management technology and techniques
    3. To assist steel plants in implementation and transfer of latest technology and details of special equipment in the relevant areas.
  2. Monitoring and Control
    1. To continuously monitor the environmental impact of the SAIL plants operation and bring it within the acceptable limits.
    2. Identify action plans for different units towards pollution abatement measures and monitoring facilities both for short term and long term measures
  3. Environmental Clearance
    1. For proposals requiring approval by SAIL - scrutinising and clearing the same from environmental angle.
    2. For proposals requiring Government approval, scrutinising/checking the same from environmental angle and submitting to the Government for clearance.
    3. Follow up with the Central Environment authorities for obtaining environment clearance from Government.
    4. Co-ordinating and submitting various clarifications required by Central authorities in (c) above for environment clearance.
    5. Interaction with RDCIS, CET & other units of SAIL during preparations of EIA reports to ensure that various aspects required by Central authorities are incorporated.
  4. Studies
    1. To get studies conducted on environmental management and pollution control measures.
  5. Liaison & Interaction
    1. Liaison between SAIL and MoEF, State / Central Pollution Control Boards. (Regulatory agencies)
    2. Organising regular meetings of pollution control departments of plants, Project departments, RDCIS etc.
      Keeping in view the above responsibilities, the following activities are performed;
  6. Pollution Control
    Assessment of air, water and noise pollution and necessary follow-up to :
    1. Identify areas where strengthening of pollution control measures are required
    2. Facilitate in preparing action plans for reactivating existing non-functioning or malfunctioning pollution control units
    3. Monitor the progress of action plans for implementation of the various conditions stipulated by regulatory bodies while issuing environmental clearance of investment proposals.
    4. Organise environmental training programmes
    5. Assess investment proposals from environment angle
  7. Waste Management
    1. Keeping account of the type and amount of waste generation.
    2. Keeping account of the type of waste recycled inside the plant or township
    3. Identification / development of market, either for the waste as it is or after processing the same, in consultation with CMO and RDCIS, wherever required and taking suitable measures for filling up the gap between generation and utilisation / recycling of the waste.
  8. Implementation of EMS linked to ISO 14001
    1. Design, implement and maintain EMS linked to ISO 14001
  9. Build up environmental awareness through
    1. Training/seminars/workshops
    2. Celebration of World Environment Day, Earth Day, Environment Month, Mines Environment and Mineral Conservation Week, Safety Week etc
    3. Special environmental reporting initiatives
    4. Publication of in-house journals
    5. Wide coverage through local TV net work in townships of SAIL
  10. Environment management & technology initiatives taken up in various units of SAIL
    1. Clean Technology Development for plants and mines
    2. Clean Development Mechanism
    3. Special environmental reporting initiatives
    4. Phasing out of Ozone Depleting Substances (ODS)
    5. Greenery development

The powers and duties of officers and employees

Sub-delegation

As per Corporate Guidelines (enclosed)
The Executive Director is the Chief Executive Officer of the unit. Under the Executive Director (EMD) the officers and employees of Environment Management Division perform their duties. There is a Delegation of Powers sub-delegated to Executive Director (EMD) by the Director (Technical), SAIL for discharging his duties of Chief Executive Officer. For smooth functioning of the Division, the Executive Director (EMD) has also sub-delegates his powers to the officers of Environment Management Division, who  directly report to him.

It is only a unit of SAIL and as such there is no such separate board / council / committee.

With regard to EMD, SAIL there is no such committee in general. However, meetings are regularly held such as Environment Control Deptt. (ECD) Chiefs meeting; Corporate Responsibility for Environment Protection (CREP) meeting, Environmental Performance Review meetings etc. These meetings are held in plants on rotation basis. The main topics of these meeting are technical in nature which highlight on the improvement, maintenance and implementation of various pollution control projects. The record notes of the meetings are accessible.

Monthly salaries are being paid to the employees as per the terms of the NJCS Agreement, the SAIL Management and the Workers Union.
